Henan Province Offers Car Purchase Subsidy to Boost Market Confidence and Promote Economic Growth

According to the Measures, the government of Henan Province will subsidize 5% of the purchase price for newly purchased cars within the province, with a maximum subsidy of 10,000 yuan per unit. This policy aims to stimulate consumer demand and boost market confidence in the automotive industry.


The "Measures" released by the People's Government of Henan Province aim to stabilize the consumption of bulk commodities, including automobiles. To achieve this, the government has proposed a number of policies, including extending the car purchase subsidy policy until the end of March 2023 and providing consumers with a subsidy of 5% of the purchase price for newly purchased cars in the province, with a maximum subsidy of 10,000 yuan per unit. Half of this subsidy will be provided by the provincial and municipal governments.


In addition to the car purchase subsidy, the "Measures" also include a focus on the electrification of vehicles in the public domain and the expansion of the consumption of new energy vehicles. To achieve this, the government plans to improve the layout of public charging infrastructure and promote the extension of charging infrastructure to trunk road service areas and counties. The goal is to achieve full coverage and centralized charging facilities in expressway service areas by the end of 2023, and county-wide coverage of mobile charging demonstration stations.


To further support the consumption of bulk commodities, the "Measures" also encourage localities to subsidize the consumption of smart electronic products and household electrical appliances or carry out trade-in promotions. The government has also extended its policy of subsidizing no more than 30% of the actual fiscal subsidy expenditures of localities until the end of March 2023.


The "Measures" released by the People's Government of Henan Province emphasize the importance of improving non-contact service supporting facilities in order to ensure the smooth and safe delivery of products. To achieve this, the government has proposed formulating relevant construction guidelines and guiding and regulating social capital to build take-out delivery cabinets, express cabinets, and other facilities in public places such as communities, hospitals, and commercial buildings.

By providing safe and convenient locations for the delivery of products, the government aims to encourage the use of these services and support the development of the digital economy in Henan Province.


The "Measures" released by the People's Government of Henan Province focus on cultivating and growing emerging industries, including new energy vehicles. To support the development of this industry, the government plans to increase support for industry leaders and chain owners and support Yutong Bus Company in developing smart electric bus technology. The government also plans to implement "one enterprise, one policy" to promote the production capacity of automobile companies with low utilization rates and encourage their rectification and improvement.


In addition to new energy vehicles, the "Measures" also prioritize the growth of industries such as smart terminals and new displays. To support these industries, the government plans to deploy a number of supporting projects in the industrial chain around the recruitment of leading companies, increase the localization supporting rate and clustering level, and make overall plans to promote the construction of the Zhengzhou-Bianluo-Pu Hydrogen Corridor and Zhengzhou fuel cell vehicle demonstration application city clusters. The government also plans to moderately advance the deployment of hydrogenation infrastructure, build the first batch of green hydrogen demonstration projects, and accelerate the construction of Yutong Bus hydrogen fuel battery vehicle manufacturing base.


In addition to these industries, the "Measures" also encourage the development of future industries such as cutting-edge materials, satellites, and applications.
