Spain: For incidents like these, Madrid will remove 4,000 scooters off the streets

The General Vehicle Regulations define that electric scooters are classified as Personal Mobility Vehicles, VMP, and must fulfill a number of standards regarding their features. They will always be electric and will not be able to travel faster than 25 kilometers per hour. Only one individual is permitted to attend. The fact is that due to the introduction of several rental firms, its deployment in big cities has been exponential. There are over 10,000 in Madrid alone, a huge number that is already producing difficulties with cohabitation with other cars and pedestrians, since they are frequently used on the pavement, which is illegal, or they park in areas that do not allow passage to people.

Because of the avalanche, the Madrid City Council has decided to significantly limit their number. In actuality, there will be 40% less, with 6,000 splits across 3,600 within the M-30 (Centro, Arganzuela, Retiro, Salamanca, Chamartn, Tetuán, and Chamber districts), equating to a ratio of 35 scooters per 10,000 persons, and 2,400 outside the M-30, equating to a ratio of 10 per 10,000 citizens. The first scooter authorizations were obtained in February 2019, with a maximum limit of 10,000 units set. There were 18 firms with municipal permits back then, but now there are just six.

With this decrease, the city council hopes to ensure "the protection of the users of these vehicles and other citizens, especially minors, the elderly, people with disabilities and reduced mobility," according to the consistory. The fact is that this does not always occur, and it is not the first time that photographs similar to the one accompanying this information have been spotted and shared on the official Social Drive Twitter account: There are numerous users on the M-30, and no helmet is worn.

One of the most serious issues that have been identified as inappropriate parking in areas that are not permitted by users. As a result, work is already underway to ensure that the firm that provides them has technical advancements in its programs that require consumers to park only in authorized places in the Central District. hey, will be permitted to park outside the aforementioned reserves in the remainder of the city as long as there is no room for motorbikes, mopeds, bicycles, or VMP within 50 meters of the parking place. Furthermore, they will be unable to go on pedestrian streets, walkways, or historic parks such as El Retiro.

Furthermore, the firms that provide them will be required to remove them within 48 hours if they are incorrectly parked in accordance with the Sustainable Mobility Ordinance or if they impede the pedestrian way within 24 hours. If they are not deleted, the firm may face legal consequences. They must also be in great working order and feature lights, a bell, and reflective components that have been authorized in line with current requirements. Each will have a system installed that allows them to be geolocated and identified.
